One of the UAE's most affordable free zones — licenses from AED 5,750, up to 5 business activities on one license, 100% foreign ownership, and no requirement to visit the UAE to incorporate. Stevva handles your Shams setup end to end at a fixed fee agreed before we start.
What it is
Shams — officially Sharjah Media City Free Zone — is a UAE free zone authority established in 2017 by Emiri Decree of the Ruler of Sharjah. Based in Al Messaned, Sharjah, it was launched as a media and creative hub but now licenses a much wider range of businesses: consultancy, e-commerce, IT, marketing, trading, management services and more. It has grown into one of the UAE's largest free zones by company count, and one of its most affordable.
Three things make Shams stand out:
Honest fit check
Shams is a strong fit if you want the lowest realistic license cost with credible, government-backed licensing. It isn't right for everyone — here's the honest picture.
If Shams isn't the fit, we'll say so and shortlist the zone that is — we work across 40+ zones.
Licenses
For businesses that provide services as their primary objective: consultancy, media production, marketing, IT, education, management and similar. The most common Shams license.
For selling goods within Shams or importing/exporting. Covers movement, wholesale and retail of goods, plus services related to those goods. Choose this if you need a customs code.
For production, re-production, transformation and manufacturing of goods. It suits workshops and light-industrial operations that process raw materials into finished products — from assembly and packaging to fabrication. If you make what you sell, this is your license; goods-heavy models may also want a customs code via the Trading license.
A dedicated license for individuals or companies earning revenue through their social media accounts. It legitimises paid promotional content in the UAE and includes the media permit required by the UAE government. If you're a creator monetising an audience, this is the license banks and platforms will ask to see.
Transparent pricing
Shams pricing is built around two license packages plus a per-visa allocation. The price below is the authority's annual license fee — it includes the business license, share register, lease (flexi-desk) agreement, memorandum and incorporation certificate. Renewal is locked at the same price if nothing changes.
Media Package
AED 5,750 / year
Any 5 media activities on one license. The lowest-cost route into Shams — ideal for creators, production, publishing, advertising and media services.
Standard Package
AED 6,875 / year
A mix of any 5 activities — media or non-media, across different groups. The flexible option for consultants, e-commerce, trading and combined business models.
| Visas | Media Package (AED/yr) | Standard Package (AED/yr) |
|---|---|---|
| 0 | 5,750 | 6,875 |
| 1 | 7,350 | 8,475 |
| 2 | 8,950 | 10,075 |
| 3 | 10,550 | 11,675 |
| 4 | 12,150 | 13,275 |
| 5 | 13,750 | 14,875 |

Visas
Getting a UAE residence visa through your Shams company involves one-time company-level costs (establishment card, e-channel) and per-person visa costs. These are the authority's current fees:
| Item | Shams fee (AED) |
|---|---|
| Economic Register fee | 10 |
| Establishment Card registration (2 years) | 640 |
| E-Channel registration | 2,280 |
| New visa — Investor (2 years) | 2,200 |
| New visa — Employee (2 years) | 3,700 |
| Medical test (normal, Al Taj) | 365 |
| Change of status (if converting inside the UAE) | 700 |
| Emirates ID application & typing | 330 |
| Additional visa allocation (per slot) | 1,600 |
| E-Channel renewal | 1,840 |
| Establishment card update | 605 |
Solo founder, Standard package, 1 investor visa: license AED 8,475 + establishment card AED 640 + e-channel AED 2,280 + investor visa AED 2,200 + medical AED 365 + Emirates ID AED 330 + Economic Register AED 10 = ≈ AED 14,300 in authority fees, first year (plus health insurance and change-of-status AED 700 if you're already in the UAE). Renewal years are substantially lower because establishment card and e-channel registration aren't repeated annually.
Timeline
A Shams license is typically issued within 1–2 working days of completed pre-approval and payment — in straightforward cases, formation documents are released within hours and you can start operating immediately. Residence visas add roughly 2–4 weeks end to end.

You send passport copies and 3 preferred company names; we prepare and submit the application and KYC to Shams.
On approval and payment, Shams issues your license, incorporation certificate, share register, memorandum and lease. Your company exists — you can sign contracts and open operations.
We process the immigration card, e-channel, entry permits, medicals, Emirates ID and visa stamping for you and your team — with urgent processing where it's worth it.
We support your corporate bank account opening, then handle corporate tax registration, VAT (if applicable), accounting and your annual renewal — so the company stays clean year after year.

The costs nobody shows you
Most setup pages stop at the headline price. These are the Shams fees you should know about before you incorporate — because they're what you'll pay in year two and beyond:
| Event | Shams fee (AED) |
|---|---|
| Annual renewal (unchanged license) | Same as your original license price — locked |
| License amendment mid-year | 2,200 |
| Immigration card amendment | 605 per change |
| License cancellation | 2,100 |
| Visa cancellation | 630 per visa |
| Late renewal penalty | 1,100 in the 14th month, then AED 100/month |
Two rules worth underlining:
As your registered agent, Stevva tracks your renewal dates and files on time — renewals, amendments and cancellations are part of our ongoing service, not an afterthought.
Tax
A Shams company is not tax-exempt by default — and any page that tells you "0% tax, guaranteed" is out of date. Here's the accurate position in 2026:
Every Shams company must register for UAE corporate tax and file an annual return. Free zone companies can qualify for the 0% rate on qualifying income as a Qualifying Free Zone Person (QFZP) — but only if they meet substance, transfer pricing and income conditions; otherwise the standard 9% rate applies above the threshold. Whether QFZP status is worth pursuing depends on who your customers are.
Registration is mandatory once taxable supplies exceed AED 375,000 per year (voluntary from AED 187,500). Shams is not a designated zone, so normal UAE VAT rules apply to your supplies.
Corporate tax makes proper books mandatory in practice — returns must be supported by financial statements.
This is where working with Stevva rather than a pure setup agent pays off: our tax and accounting teams handle corporate tax registration and filing, VAT compliance and bookkeeping for the company we set up — one team, end to end.

Quick answers
A Shams license starts at AED 5,750 per year for the Media package (any 5 media activities, no visas) and AED 6,875 for the Standard package (a mix of any 5 activities). Each visa added to the allocation increases the license price by AED 1,600 — for example, a Standard license with 2 visas is AED 10,075 per year. Establishment card, e-channel and per-person visa fees are additional. Renewal is locked at the same price if nothing changes on the license.
The Media package with zero visas, at AED 5,750 per year. It suits founders who don't need UAE residence — for example, non-resident owners running a media, content or creative services business internationally. If you need to live in the UAE, budget for at least a 1-visa package plus immigration costs.
Pre-approval takes 3–5 working days, and the license itself is issued within 1–2 working days of approval and payment — in straightforward cases the formation documents are released within hours, so a Shams company can realistically be running within a week. Residence visas add around 2–4 weeks (entry permit, medical, Emirates ID and stamping), with paid urgent processing available for the entry permit and visa stamping.
No. Shams incorporation is fully digital and shareholders are not required to be physically present in the UAE to incorporate. You will need to enter the UAE if you take a residence visa — the medical test and Emirates ID biometrics happen in person — and visa holders must then enter the country at least once every 180 days to keep the visa valid.
Standard shared-desk packages carry allocations from 0 up to 10 visas, with each slot costing AED 1,600 on the license. Larger allocations are possible with bigger facilities. A 2-year investor visa costs AED 2,200 and an employee visa AED 3,700, plus medical, Emirates ID and (if applicable) change-of-status fees.
Shams licenses service, trading, industrial and media activities — from consultancy, marketing, IT and e-commerce to production, publishing and manufacturing. You can combine up to 5 activities on one license, and on the Standard package they can come from different activity groups, which few UAE free zones allow. Stevva confirms your exact activity codes against the Shams list before you apply.
Yes. Shams has a dedicated Social Media Influencer license for individuals or companies that earn revenue through their social media accounts. It includes the media permit required by the UAE government for paid promotional content, and it's one of the most affordable routes for creators to invoice brands legally from the UAE.
A Shams company can serve customers internationally and within free zones, but selling directly into the UAE mainland generally requires a mainland distributor or a mainland branch. Service businesses often work with mainland clients on a B2B basis, but if most of your revenue will come from onshore UAE customers, a mainland license is usually the better structure — we'll tell you honestly which fits.
No. Shams is a non-designated free zone, so normal UAE VAT rules apply to your supplies — there is no special VAT treatment for goods inside the zone. VAT registration becomes mandatory once your taxable supplies exceed AED 375,000 in a 12-month period.
Every Shams company must register for UAE corporate tax and file an annual return. A Shams company can qualify for the 0% rate on qualifying income as a Qualifying Free Zone Person if it meets the substance and income conditions; otherwise the standard 9% rate applies to taxable income above AED 375,000. The right answer depends on your customer base — Stevva's tax team assesses this as part of setup.
For individual shareholders: a colored full-page passport copy valid for at least 7 months, a UAE entry stamp or visa copy if applicable, and two passport photos. Corporate shareholders add their certificate of formation, incumbency/good standing, memorandum and a board resolution. Some nationalities require a security pre-approval, and some activities (legal, education, finance) need a degree certificate, CV or short business plan.
The default share capital is AED 100,000, but no bank deposit or proof of funds is required — it's a declared figure in the incorporation documents. You can request a different amount during formation.
Renewal costs the same as your original license price, locked for the life of the company if nothing changes. Mid-year amendments cost AED 2,200 (license) or AED 605 (immigration card). Cancellation costs AED 2,100 for the license and AED 630 per visa. If you neither renew nor cancel, penalties start at AED 1,100 in the 14th month plus AED 100 per month after — so always close a dormant company properly.
It depends on what you're optimising for. Shams is typically the price leader with strong media coverage and mixed-activity flexibility; IFZA offers a Dubai address with broad packages; SPC (Sharjah Publishing City) competes closely on price for publishing and services. Banking, activity fit and visa needs usually decide it — Stevva works across all of them and will recommend the zone that fits your model, not the one paying the highest commission.
Yes — Shams companies open accounts with UAE banks routinely, but banks assess each file on substance: your activity, residency, expected flows and documentation. A clear business profile and a residence visa materially improve approval odds. Stevva prepares your bank file and supports the account opening as step five of our process.
